Instant Electronic water heater

I have two instant water heater in the appartment, and installed already Pressure reducing valve.

Now problems are:

<p>I have two instant water heater in the appartment, and installed already <span class="yschabstr">Pressure reducing valve.</span></p><p><span class="yschabstr">Now problems are:</span></p><div><font face="新細明體" size="2"><span class="ecx653284514-05052011">1.    Both heaters have similar problem that water temperature fluctuates abnormally.  Temperature is either too hot or too cold with just a slight adjustment at the water taps.</span></font></div> <div><font face="新細明體" size="2"><span class="ecx653284514-05052011">2.    The German Pool heater at the guest toilet generates abnormal noise during operation.</span></font></div> <div><font face="新細明體" size="2"><span class="ecx653284514-05052011">3.    Only one bathroom tap can be operated at a time to have hot water running.  When another tap should run (even just for running cold water) at the same time, hot water at the bathroom tap turns to cold water suddenly and temperature starts to fluctuate wildly.</span></font></div><div><font face="新細明體" size="2"><span class="ecx653284514-05052011">Should anybody help to find out the reason?
