There will be a JP or notary public on the civil affair department to dothose thing for you. However,if what you actually want is to translate your document from Chinese to English, you can not do it in Civil Affair Department, there is a list of approve translator for US Consulate,you must get the approved translator to do the translation for you, otherwise they will not recgonise those document. 香港永久居民和非永久居民的办理手续有区别吗? no. Although you may need to pay if you are no HK permanent resident tho,iam not sure.
